This configuration though has at one point worked with ProxyARP.

Nothing with the machine itself has changed, only the version of Shorewall.

I will have to investigate further.

I don't see any opportunities in this configuration to use Proxy ARP.
There are only two interfaces: ppp0 (which doesn't use ARP) and eth1. So 
whatever problem you are seeing, it is not related to Proxy ARP.
