Folks, I found my problem and it was NOT Shorewall!
If one wants an IP address assigned via DHCP from a server the dhcp3-client package MUST be installed. Once I figured that my firewall is BOTH client AND server it became clear what I needed... so attention to detail was once again MY problem. There was nothing wrong with my configuration files (either for ubuntu or for Shorewall) and everything works as expected. Thanks for all the help and pointers y'all provided! VERY happy now!
