If what you have is a problem of priority, where "torrents" are consuming bandwidth at the expense of other types of traffic (i.e. and introducing latency), I think what you want is "shaping", not "alert"s. Perhaps also what you have is a bufferbloat (http://gettys.wordpress.com/bufferbloat-faq/) issue. b.
