I always approach this sort of problem as why do you care?  If the
bandwidth is available (i.e. not being used by anyone else), why not let
him/them use it?

If what you have is a problem of priority, where "torrents" are
consuming bandwidth at the expense of other types of traffic (i.e. and
introducing latency), I think what you want is "shaping", not "alert"s.
 Perhaps also what you have is a bufferbloat
(http://gettys.wordpress.com/bufferbloat-faq/) issue.
