If command "shorewall update -b" is issued against a config. that has a 
blacklist file that is size 0, the following error message is produced:

ERROR: Internal error in Shorewall::Misc::convert_blacklist at 
/usr/share/shorewall/Shorewall/Misc.pm line 406
