I guess you trying to use the same sentence for LOC and FW in tcrules

How looks for loc (10.0.0.0/24) in tcrules :

3:P     10.0.0.0/24     0.0.0.0/0       tcp     20000:65535

How looks for FW in tcrules

3        $FW                0.0.0.0/0      tcp      20000:65535
