I believe that the first successful deployment of IPv6 Multi-ISP 
occurred over a year after Shorewall 4.4.11.6 was released. Your 
particular bug was corrected by commit 
3c98094242e646b08e45fc8d0e74da303c50ab89 on October 24, 2011.

The code in 4.4.11.6 is completely non-functional.

If you wish to use that feature, I suggest that you switch to Roberto 
Sanchez's repository which is linked from the Shorewall Download page.
