We have a very similar setup, I'll try and put notes together tomorrow and post them to the mailing list. For us, we have a T1 line (1.5Mbps, static IP) and a cable modem (20-30Mbps in / 2-3Mbps out, dynamic IP). Because our disparity was so large and because there was other traffic across the T1, I set the cable modem provider to have a weight of "100" and the T1 has a weight of only "1".
