Ok, that's a pity, I'd like an easy add on to be able to have one box as
hotspot with login and volume or time limitation based on each user.
I have not seen any such solution yet.
There are numerous ways to do this like using microtik, pfsence etc but
I'd like to stick to shorewall al long as possible.

From the Packetfence documentation:
IPTables is now entirely managed by PacketFence. However, if
you need to perform some custom rules, you can modify
conf/iptables.conf to your own needs. However, the default
template should work for most users
So it sounds like Packetfence and Shorewall would have a difficult time
coexisting.
