Thanks for that, it looks like that is in addition to what I sent?
With it added it works well.

Setting SYSTEMD does not inhibit installation of (all) SysV stuff as
can be seen here:

Installing Shorewall Version 4.6.0
shorewall control program installed in
/builddir/build/BUILDROOT/shorewall-4.6.0-1.el7.noarch/usr/sbin/shorewall
SysV init script init.fedora.sh installed in
/builddir/build/BUILDROOT/shorewall-4.6.0-1.el7.noarch//etc/rc.d/init.d/shorewall
Service file shorewall.service installed as
/builddir/build/BUILDROOT/shorewall-4.6.0-1.el7.noarch/usr/lib/systemd/system/shorewall.service
