Sounds like you have a FORMAT 1 configuration file. If you want to continue using FORMAT 1, you will have to place a '-' in the BROADCAST column to get the compiler to skip it and move on to the options.
You can also switch to FORMAT 2. You can have a look at shorewall-interfaces(5) for details.
