See http://www.shorewall.org/traffic_shaping.htm#perIP. Note that if you
want to limit downloads per local client, then you must configure
complex egress traffic shaping on your local interface. Note also that I
have not personally tested this on IPv6.

I personally object to this method of traffic control, and prefer
instead to try to insure fairness among the clients that are _currently_
using the Internet link. It seems silly to not be able to use all of the
available bandwidth when there are only a few active clients (and it is
hard to explain to management why you chose to limit usage that way).
