shorewall-4.5.21.* in Gentoo won't receive any further updates, we moved
to v4.6.* some weeks ago (we will stabilize v4.6 after the holidays).

But you can use the euser_patch [1] feature to apply this patch already:

For shorewall-4.5.21.*, put the patch into

  "/etc/portage/patches/net-firewall/shorewall-core"

and re-emerge shorewall-core ("emerge --ask --oneshot
net-firewall/shorewall-core").

If you decide to try out shorewall-4.6, accept keywords for 4.6 [2] and
put the patch into

  "/etc/portage/patches/net-firewall/shorewall"

and just re-emerge shorewall ("emerge --ask net-firewall/shorewall").
