Shorewall is not a daemon -- once 'shorewall start' completes, there is 
no Shorewall processes running in your system. So something external to 
Shorewall is causing the problem. This often is the result of not 
disabling other firewall products installed on the box.

If you send us the output of 'shorewall dump' captured when the gateway 
is *NOT* working, we may be able to give you a clue...
