You appear to have another firewall tool installed besides Shorewall -- 
is that intentional? And if so, why?

Beyond that, I'm still lost as to what you are trying to do.

1. Is the wireless access point a separate box accessed via eth0.200?
2. Why are you concerned with DHCP?
