Not really, in as much as the traffic has already arrived before you have the opportunity to control how much of it there is. I have inbound traffic shaping configured on the main routers at work - basically shape the traffic on egress, external interface for outbound and internal interface of inbound. Of course, you need to exclude traffic originating on the router from the inbound shaping - and it may not work if you don't have a convenient 2-port router setup. On the main (and older) router, it's done with TC rules etc. On the backup (and much newer one) it's done with Shorewall's internal packet marking and shaping stuff.
