The 2nd NFQUEUE should be NFQUEUE! (I think):
**NFQUEUE*[([/|queuenumber1|/[,/|queuenumber2|/][,bypass]]|bypass)]*
like NFQUEUE but exempts the rule from being suppressed by OPTIMIZE=1 in
shorewall6.conf
