It went away with a normal kernel upgrade. In my case, neighbor
solicitations from the upstream router were not being answered with
neighbor advertisements. I worked around it by using the router's
link-level address as the gateway and by running ping6 against that
address constantly.

I learned it from the router's admin gui. I see that Udo has responded
with another way to try to discover it.

I suspect that it is Neighbor Solicitations that are not being responded
to. RAs don't need a response.
