For those of you who have not been able to get Shorewall to start
automatically after using Webmin to start Shorewall.
The problem arises from firewalld service is running.
Systemctl will not let shorewall run if firewalld is running. Run
following command to correct problem.
systemctl disable firewalld.service
If that doesn't fix it you may need to reenable Shorewall.
