When shorewall is installed in Debian 10, files /etc/shorewall/interfaces, /etc/shorewall/snat and others are installed. They are skeletal and need adaptation. > Was it installed in /etc/ ? Correct. /etc/network/interfaces should not be tampered. I put "NET_IF=wlxa0f3c10a28f7" in /etc/shorewall/params. I remain puzzled that shorewall worked here for years without NET_IF in params.
