Hi

I had many times the same problem, even now I check 10 times to see if 
shorewall is runing,

I even add it startup in cron job to restart at boot. I use mostly redhat.

Seems that your shorewall start is not working properly. Are you using a 
shorewall package from epel? If so you could check the changelog to see 
who has packaged it and ask directly?
