There used to be a great graphical front end to iptables called
fwbuilder. It was not as sophisticated as shorewall, especially when it
comes to multi-isp and traffic shaping but for your everyday firewall it
was a great offline tool. It was running an iptables compiler on a
windoze platform and also allowed to upload the generated tables using scp.
I understand there is a follow-up to this project called FirewallFabrik.
I have not tried it yet.
