In an attempt to tidy things up I ran
apt-get remove --purge shotwell
which should have removed all traces of 0.18
then re-installed from the 0.20 tarball
then rebooted.
The problem persisted, so I've re-installed 0.18 from the repos and that
appears to be working fine.
Happy to try further tests if it helps otherwise for the moment I'll
stay on 0.18.
