IMHO an option called "export metadata" should not export any metadata at all 
if it is unchecked.

we could consider something like this, but how would this work exactly?  
I suppose the export dialog could have a checkbox called "Export 
metadata", checked by default.  If this checkbox is cleared, then 
Shotwell would not export tags, ratings or titles.  But now suppose that 
a photo imported into Shotwell has tags, ratings and titles which came 
from the original JPEG file, and that the user then added one more tag 
in Shotwell.  If the user chooses not to export metadata, then would 
Shotwell export only the tags that were present in the original photo, 
or none at all?
