I think we'll keep the current shortcuts for two reasons:

1) We want Shotwell's shortcuts to be consistent with other GNOME 
applications.  The GNOME interface guidelines recommend that Ctrl+0 
restore the zoom level to normal size (see 
http://library.gnome.org/devel/hig-book/stable/input-keyboard.html.en#standard-shortcuts
 
).  Given this, it makes sense to use Ctrl+1 and Ctrl+2 to zoom to 
different levels.

2) Many users who rate photos will probably want to apply ratings using 
the keyboard much more often then they will want to zoom to specific 
levels.  For this reason, it makes sense for the keyboard rating 
shortcuts to be as easy to type as possible.
