There's no need to remove these individually - you can remove them all 
at once. See the Tags section in the Shotwell user guide 
(http://trac.yorba.org/wiki/UsingShotwell0.7#Tags):

To remove a tag from one or more photos, first select that tag in the 
sidebar, then
select the photos you would like to remove, and choose
Tags ▸ Remove Tag "[name]" from Photos...
