So my question is; Why not do both? If you store the IPTC data in the file if format supports and then write the same data to the XMP file, you will have the speed of reading the XMP for the initial view, plus the portability of the IPTC data. If you add a 'Syncronize button, those of use that do a lot of file transferring and manipulation of tags can make sure they are in alignment on a regular basis.
I am using Shotwell for genealogy photos for over 30,000 people in my database. Many of the picture have many tags and I regularly export them out to DVDs for other people to view and use.
