I see the problem you're describing, but do you have a design in mind? Would you want to be able to simply click on the title and edit it in-place? Can you re-send? I've created a new ticket for what you're asking, but in a more general sense (all Web services, not merely PicasaWeb). We have been discussing this for a while, but it doesn't look like it was ticketed properly.
