Shotwell today provides only a very limited set of command-line options (run 'shotwell --help' to see a list of them), and doesn't provide any way to import a set of photos from the command line. This does seem like a reasonable idea, and I've ticketed it here:

See also http://trac.yorba.org/ticket/1699 (provide D-Bus or REST-based API), which (once implemented) might be another way to achieve what you want.
