Chris,
Jim is right: the enhance operation itself will never create a _1 file
in Shotwell today.
As an additional possibility, your _1 files might have been created if
you selected photos in Shotwell and chose Edit->Duplicate.

directory the photo is in in Nautilus and Enhance it, do you see the _1 file
created?
Finally, if you choose View -> Titles, do you see any of the _1 files in
Shotwell's library?
