Stephen,
what version of Shotwell are you using? In older versions of Shotwell
it wasn't possible to edit tags in full-window mode, but that was fixed
long ago:

The current release is 0.9. I'd encourage you to upgrade, especially if
you're running a really old version like 0.5 or 0.6. Cheers -
