I think generally shotwell handles "special" characters in tags quite well, it's a problem with counting the number of characters that is used as part of the autocompletion (because in Unicode, e.g. "é" can be represented as a single letter or as "´"+"e" -- the latter counting as two). I'll try to look into that.
