That's correct: hierarchical tags are now mostly implemented in trunk and will be in the upcoming 0.11 release. The last few missing pieces should be in place by next week:

My photo's collection has about 40.000 photos and 2.000 tags.
I think that it woul be interesting create tree structures for tags in
order to find them better: on my collection, work with a list of 2.000
members is very hard.
