I don't see how that would lead to separate image and video import directories. Feature #2782 is about exposing Shotwell's database via FUSE; it wouldn't affect where Shotwell actually stores photos and videos.
By the way, I assume that just because this isn't a current focus of the Yorba team doesn't mean that external contributors couldn't work on it, right? Or would it not be worth it for someone to work on it because it wouldn't likely be incorporated into Shotwell?
In general any open ticket represents something that the team is open to having in Shotwell. But for a large project like a FUSE module it's a good idea to discuss the design on this mailing list and/or on the corresponding ticket before delving into an implementation, just to make sure that we all agree about what we want.
