I think there is nothing wrong with the way shotwell handles plural translations: It is not a problem that one of the English strings does not contain the placeholder, you can use it in the translated string anyway. Here is some more information on that subject: http://www.gnu.org/software/gettext/manual/gettext.html#Translating-plural-forms You should certainly not have to change the plural form definition in any way.
