Chris, that feature hasn't been removed. If you import from your library directory (e.g. $HOME/Pictures) or a subdirectory of it, Shotwell won't ask you whether to import in place or copy - there would be no point in copying since the photos are already in the library directory. In the Preferences window, the Library Location section shows what your library directory is set to.
