Thanks for your kind words. No, no one is assigned to that ticket
yet. If you'd like to take a crack it, that would be great!
Right now, our plugin architecture wouldn't allow for something like
this to be implemented. You would need to add this to the core of
Shotwell.
In addition to our wiki pages for contributors, I would read over the
ticket closely and see what's being asked for. Before coding up a
patch, I suggest adding to the ticket a comment that explains what
you'd like to do (in essence, a proposal) and make sure we're on board.
Others may want to comment as well. That way you're not running one
direction when we're expecting something different.
