I now see the problem. I forgot that metadata writing for RAW+JPEG is currently unavailable: http://redmine.yorba.org/issues/4156

I don't know when that will be implemented. Since Exiv2's support for writing metadata to RAW files is limited, the first step would be to update Shotwell to write to the paired JPEG.

- where does the tag go: exif, xmp, iptc ...
- what is the name of the metadata which should have the value 'dog'?
