nope, upgrade unfortunately doesn't pull it in automatically :-(. Install tzdata and tzdata-europe (or whatever you need) manually. Also the initial image seems to have atd, rather than atd-over-fso installed, so an opkg remove -force-depends atd; opkg install atd-over-fso should help
