Sort of correct. The final image is build on the server directly, but before the image on the server is build it has to be tested. For this you build the image locally with all changes to see if it's working. The release manager has to know what's going on in unstable and what fixes he has to pick from there. He needs some basic knowlegde about git and bitbake. The job isn't that complicated, but i think it's time consuming because of all those tests. But i think spaetz can tell the best what one has to do for this job.
