I actually like it just the way it is, and here are the reasons:

1) A background daemon that monitors the wifi interface for usable
connections needs to keep the wifi interface powered.
(At least periodically wake up and scan)
And until we have Nokia 770 levels of power management this will drain
the battery fast. 

2) Keeping the wifi "connection" as a window makes it easy to close it
with your fingers (as easy as any other app at least).
If it were a smallish icon in the toolbar I might have to find the
stylus to close it.

Have you tried wicd?
It works great on my eee and I remember it as my
favourite wifi manager when I used Debian on my Freerunner.
