I believe that unix-like systems have historically included an account named "operator" that may be of a similar-enough scope to "the default user-level account for the system's owner". Debian included such a user (and group) at UID (and GID) 37 until recently; I'm not sure whether Red Hat still does, but they certainly did at some point also. Debian's decision to cease creating the "operator" account in the default install was based on the fact that their use-cases dictate that they prompt for a username and create an account with *that* name at install anyway, and sudo obviates the reasons for which "operator" have most often been used with workstations and servers.
