No, thats up to the user or the window manage. FSO should not define a
general strategy how application interacts with the user just how to
handle their lifecycle and interaction with other applications. If we
have a music player we even should split it up in a service playing the
music and a player which is only the interface to the service. So more
than one player can use the same service but with the same music library.
