I was building my own images with en + cs so it's possible, but I would prefer every user to install his favourite language after flashing default (english only) image, so we can keep it a bit smaller. IMHO if user is experienced enough to reflash image, then he can call few opkg calls to install language too (or ask someone to install them for him).
