All of the fsodeviced vibrator plugins are set up as the only possible
Vibrator, but frameworkd is set up to allow multiple devices. I did
the easier thing and modified my frameworkd so I could test my
changes, but I think it would be better to allow supporting multiple
devices.
These changes probably won't work on gta04 with the SHR kernel, but
there is a vibrator plugin for gta04 in the 3.7 kernel.

If the FSO patch I just sent is accepted, my 2 patches from 6/2013 can
be applied and the vibrator will work in GTA04.
There is a separate issue where using fso to play a sound stops the
vibrator from working, but I don't know where to look for that.
