Ok...adding
            'demand',
            'idle', '20',
is confirmed to work. Although, connection timeout is not exactly 20
seconds...but it works and that should be good enough.

Here are a couple of observations:
* On deactivation, the connection doesn't break (ie ppp device would
still show up in routing table...and pppd will keep on running).

* When the connection goes down, it takes down /etc/resolv.conf with
itself. I know there had lots of discussions on the ML saying that
some connection manager should handle resolv.conf etc. etc....but I
have no idea how to fix that. If I can work out a way to have static
resolv.conf for OpenDNS servers then my setup would totally rock :)
* Adding to the DNS, pinging to an external IP (say 208.67.222.222)
brings ppp connection up and also the DNS entries passed on by ISP
