I had also once problems with this file. It mentioned some packages
twice see

I fixed it by manually editing the file and reinstalling all packages
mentioned there (which took a long time even via script). This fixed also
the problem that some packages contained (according to opkg files) no files.

Never happened with dpkg (which is very similar to opkg) in a Debian system.
