Its because of qemu and qemu is used in eglibc just for binary locale
building..

In that thread Denys Dmytriyenko suggested that maybe it was fixed in
latest qemu, but I'm not sure if its fixed only when its not 0 (and the
value is checked before -> permission denied), or if version in OE is
recent enough :/.

It needs more time to check.. I noticed it just yesterday.. because in
plain rc2 I had problems with ext4, so didn't make any bitbake builds
and it was fixed few days ago so I tried rc2-00252 yesterday - first time
with bitbake.
