Sounds like this one: http://shr-project.org/trac/ticket/890 There has been some investigation going on with patches posted to the list, but their comments don't seem to have been added. Another workaround is to temporarily set the GSM ResourcePolicy to enabled. The daemon will then start working and the phone will register.
