I read that as pressing Settings immediately after bootup. I think 
I've had a similar message before if I'm too eager, just waiting a 
minute for things to sort themselves out always works fine.

I presume this is the issue, as later he mentions:
> > SETTINGS - TIME AND DATE
Which wouldn't have been accessible unless the settings app worked 
later.
