no! I'm talking about phonefsod.conf... not frameworkd.conf. It is phonefsod 
that is handling the auto suspend... and with that option you can set it to:

never --> never automatically suspend
auto --> suspend, but not when battery is charging
always --> suspend even when battery is charging

It has nothing to do with GSM :-)
